Job Description

Smart Cell Recruitment is proud to represent our client, a progressive municipal organization dedicated to enhancing community well-being, in the search for an experienced Director of Parks and Public Works.

This leadership role provides strategic direction and operational oversight for the City’s Parks and Public Works Department. The Director is responsible for managing the city’s infrastructure — including streets, facilities, parks, and green spaces — to ensure all public assets are safe, well-maintained, and accessible.


Reporting Structure

Reports to: City Manager
Supervises: Administrative Coordinator, Community Events Coordinator, and Operations Manager


Key Responsibilities

Departmental Leadership

  • Lead the daily operations of the Parks and Public Works Department.

  • Develop and implement strategic plans, goals, and departmental policies.

  • Ensure effective planning, organization, and resource management.

Public Infrastructure & Parks Management

  • Oversee maintenance and improvement of parks, public facilities, and city streets.

  • Establish and manage emergency response procedures for public safety.

  • Manage procurement and maintenance of department equipment and fleet.

Financial & Project Oversight

  • Prepare and administer departmental budgets, ensuring fiscal accountability.

  • Oversee contracts and major capital projects from planning to completion.

  • Monitor expenditures and implement cost-control strategies.

Compliance & Grants

  • Ensure adherence to all federal, state, and local regulations related to safety, environment, and labor.

  • Develop, apply for, and manage grant funding for departmental projects.

  • Gather and analyze data for reports, studies, and audits.

Community & Interdepartmental Collaboration

  • Coordinate with other city departments, agencies, and community organizations.

  • Represent the department in meetings, committees, and public forums.

  • Respond to citizen inquiries and communicate city policies effectively.

Team Development & Leadership

  • Oversee recruitment, training, and performance management of department staff.

  • Foster a positive, collaborative, and high-performing work culture.

  • Support emergency response efforts to maintain essential services.

Other Duties

  • Represent the City at professional conferences and events.

  • Perform additional management tasks as required.


Qualifications & Requirements

  • Valid State Driver’s License (or ability to obtain one).

  • Must be bondable.

  • Proven leadership experience in municipal operations, public works, or parks management.

  • Strong understanding of infrastructure, budgeting, and community relations.

  • Excellent communication, organizational, and decision-making skills.
